Unless I've missed something, the time hasn't been announced yet, only the dates. So until further notice, assume Kallanna is correct.

Although GW2 status is a great website and hasn't really failed us previously, Anet did not say the specific times of start of the beta weekend, so their website defaulted over to midnight.
I would expect the beta to start at the same time the previous ones have, 12PM their time, 8PM BST. Expect the release/headstart at midnight though, as that's what they are aiming for.
