Almost any game can be turned into an RPG if you want it to. Driving RPG? Need for Speed - you're either an outlaw or a cop and you can certainly RP excessively. RPG is probably the only genre where it can depend entirely on the player to make it so.

Isnt modifying the car some sort of RPG?
You get experience in the form of money, and use that money to buy better car parts that will improve your car overal.
I'm not into racing games so I cant give good examples. Maybe Carmageddon and NFS.

Not sure if this applies, but I really don't understand the whole "I'm going to make this game into a card game" thing that a lot of games went through. It worked well with Pokemon, but I don't understand why a lot of other games had to follow suit.
