GladiatorlosSA alike addon for PvE

Pretty much what the title says, I'm looking for a GladiatorlosSA alike addon that can tell me when for instance Slice and Dice is fading, or Tricks of the Trade is ready. When I'm saying GladiatorlosSA alike addon, I'm meaning an addon that is "Talking" to me.

It's definitely possible with PowerAuras. There's some info on this page on how to get started with it.

There are some free Text to Speech sites out there, found this one on Google. Just have to edit the url and it downloads the OGG file for you.

Is there a way to change the voice on that page? I would like it to be the voice of "Julie". Could also download some type of software, if you know about something free.
