Could this be the most bizarre Gm encounter ever or something else?

My Father and I both play WoW and he was on His Human Warrior with a near perfect transmogs set of a Stormwind Guard while in Stormwind, he gets compliments on his set all the time. Today he was sitting in the Dwarven District when a guy named Benedictus appeared and whispered him telling him to say "You're under arrest." He said it in say and Benedictus replied in say "No! I did not molest that child!" My Father called me up wondering what is going on and I assumed it was just a player named Benedictus till I saw he had the exact same gear and model and when highlighter with the mouse it say he was an NPC and ArchBishop of Stormwind. Is this a GM encounted or just a strange hack of some sort? We have been playing since Vanilla and last time I saw a GM in the world being humorous was back in TBC. So what do you guys think? Is there a quest I dont about that lets you disquise yourself as Benedictus or anything at all?

I'm gonna go with it being a very rare (maybe legendary) encounter that you're lucky to see.

Ahhhhh, i was so hoping the first guy was the right guy, yeah I assumed so, wow how funny anyways though haha, but I really do wish Gms were still fun.
