Xbox live account creation problem

I hope I'm posting this in the right forum, I wasn't sure where else to go for help.

Okay! I recently bought the grand theft auto package on steam from their summer sale and I don't have a xbox live account. I've been trying to get one set up for over 2 days and I keep getting this glitch or something similar to it.

GTA 4 is a bit weird on this. it requires you to make a windows live account, but the first patch you install removes that need already.

try and get the patch like that, if you can.
