Mage - Icy Floes

I have a little and simple Question..

If i use Icy Floes while i am channeling/casting a spell i can move.
Now the question, the channeltime has been fixed to 4 sec. Is this the whole channeltime, or the remaining channeltime?

on wowhead talent reads that a base cast or channel time of 4secs or less. I would assume that mean base cast time, or base channel time. i.e. unmodified by haste, casting speed buffs, or time used already channelling.

I assume it's to stop casting evocation on the move.
