They could make it interesting, but they are more likely to create another situation where you gain "Chakra" to cast other spells or gain other abilities that further pigeonholes you into only one way of healing.

If they won't give the only class (spriest) a dps CD like everyone else because they don't want spriest to be like "everyone else" (even though they could make an interesting unique dps CD different from everyone else but they won't because they are lazy) they won't turn chakra into something like holy power or chi or even the lock resources.
