There have been no word on scrapping it..

None of these perks require much testing to be verified as working, so Blizzard have most likely chosen not to meddle with guild levels during the beta, to reduce the feedback.
Also, level 24 to 25 took a long time.. It will take even longer for e.g. 29 to 30, and not many guilds are active on Beta, so most liekly, noone would hit 30 before MoP was released...
I was wondering the same question just yesterday and this appears to be the logical answer to this. I would only assume Blizzard might 'announce' the perks and changes heading to 30 without any testing done. So I'm sure they'll want player feekback on what they think and input on changes to be made rather than having guilds level to 30 to test them.
Another option would be to scale all guilds levels to 30 on Beta accordingly to test these perks. The same way they did to scale item levels for dungeons. It's Beta, so it's not really going to matter in the next month or so =]

Several beta patches ago the guild my toon is in went from 25 to 30 overnight. It was changed back to 25 a little while later (week or two? don't remember). That may have been the testing for it.

The new guild perks don't seem attractive enough as in higher ranks. Maybe they are trying to come up with some new ideas.
Or maybe they want people to test leveling contents without 100% rest gaining.
They dont want the perks to be as crucial as they are now, again blizzard has systematically killed realm community. Looking for Dungeon, Looking for Raid, Cross Realm old content and now new xrealm zones. They do not want people locked down to a situation where you have to be friendly and contribute.
Sorry for resurrecting an old thread, but when I searched for one this came up. On to topic, have been wondering what happened to guilds leveling to 30. On live in 5.0.4 the guild window doesn't list any of the perks beyond 25. Any idea if we will still get further guild levels or was it really scrapped?

Its scrapped so 25 will be the max in MoP.
Tons of new guild rewards tho (heirlooms that go up to 90 for example) that are awarded on guild profession achievements.
I agree with the premise of why 30 was scrapped. Most of the new stuff was just extra ranks of existing perks.
Ranks don't exist anywhere else, maybe they shouldn't for guild perks as well.
