Actually that's exactly what you do. You use your nuke as a hollow threat - which basically acts as a defense system. You know no one is going to use a nuke, but you aren't willing to risk it.

All politician will promise you many things but when it comes to wear the real shoes, they'll realize that it's not so quite easy to keep promises.
