At least from the beta PVE Retribution:
Strength > Hit + Expertise until capped > Haste > Mastery > Crit

MoP is still in beta, and stuff is still changing every few days. Whatever you stack now in beta, you might not stack a week from now. And a week from that.

i read the forums here and requital and other trusted paladins posts. as much as i remember was haste beeing the best secondary stat, even better than mastery. I don't think that Blizzard will change much on stats and skills and mechanics, maybe tweak some numbers on specific skills, but that is it
