If you're looking for a closer A to H ratio, Korgath-US has one of 1.32 with a fairly active pvp scene and high population.
If you don't give a F about how server balance, go to Illidan.

Illidan is the best Horde server for both PvE and PvP.
For Alliance PvP, it's definitely Kel'Thuzad.
For slapping the Allies silly just for funsies with no real competition, go to Mug'thol. I think I saw an Alliance there... once.
