It means their intent changed somewhat, not "that it was never their intent to have the old system work how it did"

To the OP, yeah go afk through lfr then come back and bitch here about the community. That way you can butter your bread on both sides.

The idea may have been kicked around the office, but it never made it to practical application in the game. It was intentional to only give spec-specific gear in LFR in the same way that quest rewards were designed to be spec-specific. If you play as DPS that means you want DPS stuff and not tank stuff. Ghostcrawler's Blog specifically says
For each player who wins loot, the game randomly assigns them a spec-appropriate item from that boss’s loot table. This subset contains only items that the game (meaning the designers in this case) thinks are appropriate for your class and current spec.
and then goes on to say
We understand some players are interested in off-spec or transmogrification loot, and we will consider future changes to the system to accommodate those desires. However, we’re not sure fundamentally that Raid Finder is the best avenue for acquiring that loot.

Anyone else think Jaime Lannister only has the Kingslayer title because he was just too lazy to kill the king on heroic mode?

Well, regardless what Ghostcrawler was saying in his blog, people seem to be still winning items for their off-spec:
