Berserking vs Blood Fury in MoP

It seems that frost is using blood fury while the other two specs (fire and arcane) are sticking to the tried and true berserking for the top dps racial. Does anyone know why frost is the only one which gains greater benefit from the orc racial?

Berserking Racial
Instant 3 min cooldown
Increases your melee, ranged, and spell haste by 20% for 10 sec.

Blood Fury Level 90
Instant 2 min cooldown
Increases your spell power by 2257. Lasts 15 sec.

Edit: My guess is that because the sims are BiS that there is some sort of haste cap that frost reaches thus diminishing the effectiveness of berserking

Orcs have a passive racial that increases pet damage, iirc. That's probably why.
