Glyph of Cone of Cold: SP scaling?

In mists, Glyph of Cone of Cold increases the damage of that ability by 200%

does that mean it multiplies the base damage by 3? Or does it mean it multiplies both the base damage and the SP scaling by 3?

so if Cone of Cold originally does 397 (+ 31.8% of SpellPower) damage per target
does the glyph make it do 1191 (+ 31.8% of SpellPower) DPT or 1191 (+95.4% of SpellPower) DPT?

I am mentally comparing it to Dragon's Breath which does 1894 to 2200 (+ 21.5% of SpellPower)

maybe the multiplyer happens after damage would be calculated.

Second one. It really does hit like a truck, pretty nice for cleave burst.

You can only really compare it to dragon's breath when it's not glyphed. They're both CC of some nature, one a disorient and the other a slow. The glyph changes the functionality from an AOE slow with incidental damage to a cleave burst with an incidental slow.
