making a Squad?

Anyone able to help me figure out how to make a squad? trying some WvwvW and trying to figure out how to make a squad instead of a party, when selecting the party arrow squad is grayed out, even for the party leader

You need to buy the commanders compendium from some guy in divinities reach. Its really expensive though, but its understandable since you can pretty much make raid groups for pve and pvp
