You're not seeing any ghosting. Ghosting is when a different key-press is registered then the one you actually pressed, which can happen when you press several keys at the same time. In your case your missing keypresses.

This isn't really a good test for keyboards though, because there are very few situations where people actually hold both shift keys and try to type. Most keyboard manufacturers that don't offer full NKRO at least try to optimize their circuitry for key-combinations that are often used. Try pressing a combination of 3 keys in the WASD area on a keyboard aimed at gamers and you should have no problems, as that's the area that the manufacturer focussed on, at the expense of not registering weird combinations (such as the double-shift ones) properly.
