The cultural armor, that's different for each race, is it worth it? Are you supposed to buy the pieces? It's a rather expensive set.

This. But some of them are worth it imo; and who knows, they might even be an up/side grade for you.

I dunno, the tier one stuff was an upgrade for most of my pieces at level 35. Also, Charr Helmets are hilarious when they cover the whole neck/head.
