Do a WoL parse and check the targets?
Pretty sure you are hitting a 93lvl dummy though :P

WHEN you was hit capped before patch you are now 2% over the hitcapp so if you miss u polly hit level >90 creatures

If you're hitting training dummies then Starfall is most likely hitting the level 93 dummy. Remember, it hits anything within 40 yards, not just your current target.
Check WoL/Recount for actors, who you attacked and such. Youll see 'raider's testing dummy' as one of them

I was standing on the opposite side of the overpass that the raider's dummies were on. I figured out the issue. One of my pieces of gear was misreforged (I wasn't paying very good attention) :3
