Opened timewalking Cache before hotfix
What game first sparked your interest in gaming? Was it World of Warcraft?
Did Blizzard just hotfix an ilvl requirement onto Awakened LFR?

Reinstalled Windows recently and got 2 Installation failures for media codecs and the video converter.
Also "Could not load file or assembly 'CCC.Implementation' or one of it's dependencies. The system cannot find the file specified."
Reinstallation / Repair don't seem to help.

Anyone else have recent issues re-installing ATI drivers / CCC?

The error is caused by the ATi Catalyst drivers.

Remove the ATi drivers completely with the Ati uninstaller and then use Driver Sweeper to clean up any remaining files download and install fresh new drivers from amd.com then restart.
That should resolve the issue.

Strangly, had to clear the ATI registeries twice, but it solved the CCC.Implementation issue. Still having installation/repair issues with the other two.
