If I had just recently uninstalled SWTOR but I had the most recent patches already downloaded and everything, would I have to redownload them all if I decided I wanted to reinstall SWTOR or would all the patches be saved still?
You would still have to redownload everything. When you uninstall the game, it will remove its patches.
