For me personally, I think the stat priorities wouldn't rely on the Glyph of Unleashed Lightning and more refer to which talent you pick in the level 60 tier of the talents. It makes much more sense to me to reforge mastery over haste if you choose Elemental Mastery and haste over mastery when you choose Echo of the Elements, purely to almost make the specs very similar just played slightly differently.
