Rating gear in MoP?

I changed my mind about MoP and thought buying it only PvP wise. First of all I want to apologize myself for being lazy with researching.

But I'd like to ask you guys something : How are the high rating gear going to be in MoP ? Will the weapons you get with higher rating still be better than the ones you get without high rating? Or are they driving deeper into "Everything for everyone" -system in PvP too? Meaning that you only get visual upgrades via better rating?
