It was in edit profile of the account page @ account.guildwars2.com/ but they seem to have removed it, I'm assuming to make it easier to recover hacked acounts until they rollout better security/authenticators. I'm sure they can do it if you ticket, so you'll just have to wait for a reply unfortunately.
The only ticket I sent out was replied to in about half a day with some automated reply that did not answer my question or even have anything at all to do with it, then my second ticket opened in reply to that one (I'm assuming it was moved up in priority due to being a reply to a ticket reply instead of a first ticket) was answered in less than 24hours as well.
