if cat swings his tail it usually means bad things. They do it when they are deciding whether they like or dislike what's going on to them, mostly when they decide how much they dislike it.
Try taking up a cat that doesn't want to be held. He will start waving his tail and after a moment he'll just claw you..

Cats raise their tail when they're happy. Wagging is definitely only something canids do. If a cat's swinging its tail back and forth it's pissed/stressed.
