it only gives me 5k SP on equip for 10sec, srsly... is this intended?

It's not a typo, it actually works exactly like it says it will. You'll get 5k spelldmg for 10 seconds when you equip it.

I really hope it's a bug, and that it will be changed to proc on spells.

It's quite obvious it's a bug, someone probably just accidentally change a flag somewhere when updating the values for MoP.
Tooltips are generated automatically based on the back end values (wasn't always the case but a few blues posts 'recently' have suggested they updated their tech for this), so an accidental change to the 'proc' type would also reflect in the generated tooltip.

Obvious bug, it should be chance to proc on harmfull spells.
