[BS] Masterwork Lightsteel Set - Not Make It Live?

So I see Cullen sells the plans for the shield, but who sells the other pieces? Wowhead, WoWDB, and others don't seem to have any information on a potential vendor.

Seems odd if the set didn't make it live, that the tank set would and even 1 piece of the Lightsteel set.
