The Upgrade Question?

Ok so with a new expansion come the question, "Is it time for a new PC?"
So I am not the most computer savvy guy, but I know how to upgrade parts on an existing machine (install new vid cards, replace motherboards/power sourse ex.)
I've never built a machine from scratch, but I feel that I could competently do it or getting a pre-made is fine with me as well but I am getting ahead of myself.

So I have about $1,500 stashed away, I was wondering if it would be better to put the money into upgrading this PC, and if that was the case what would be the best things to upgrade(RAM, Processor, ex)

Or should I just go for a brand new machine and where would be some good places to look for that, I live in CA and have bought PCs at places like Bestbuy & Fry's but I've never ordered one online so I don't really know any good sites.

If you're able to replace motherboards and power supplies you shouldn't have any problems assembling your own computer, and you'll get more value for your money if you build it yourself.

Just summing up the wall of text in the op about the computer specs:

CPU: AMD Phenom 9500 (4-core, 2.2 GHz, socket AM2)
MoBo: Socket AM2 or AM2+, other specs unknown
RAM: 8GB DDR2 (assuming 4x2GB)
VGA: GTX 460 1GB
TFT: 1920 x 1080
PSU: Unknown (but considering the GPU, it should be > 400W)

Option 1: Upgrade
These are targeted to give you a nice performance boost for little money. So i try to keep as many parts from your current computer to keep cost down. You graphics card is actually really nice for WoW. Sure you can't max all settings and expect 60fps, but with high settings it should be an enjoyable playing experience.

A. CPU only upgrade (only works, if the mobo is AM2+)
Get a Phenom II x4 965 BE. Should give you a performance increase of about 50% in WoW compared to your current cpu.
Estimated cost: $100

B. CPU Bundle Upgrade (if your mobo is only AM2)
Get a bundle consisting of CPU + Mobo + RAM. Suggestion:
- Intel i3-3220
- 2x4GB DDR3 1600 RAM
- Asrock B75 Pro3-M
Performance increase should be a bit more than Option A.
If your old DVD drive still has PATA, you need to get a new drive as well (~$20).
Estimated cost: $240-260

These are two upgrade options that make sense. If you start to upgrade more parts, i would suggest a complete new build.

Option 2: New Build
If you are going to get a complete new build, then it still might be worth to keep your old hard drives (depending how big/good they are) and just get a SSD in addition to them.

Considering your budget, i would take the 1200 build as a base:
- 1TB hdd -> 128GB ssd Samsung 830 (256GB if you are feeling generous), keep your old drives for storage.
- Case: this is personal, but i would prefer the Fractal Design Arc Midi from the 1000 build.
- add an optical drive ($20)
- add Windows 7 hp 64bit, if needed. (~$100)
