My thoughts are on paper Wushoolay's looks like the best, considering it has the highest intellect as well as you can game it to make use of the 13330 spellpower during the final 2 seconds of the duration (Dots and/or FoN).
However unless something changes I still think a 510 LoC would be better than the other choices. See:

This 10 second proc memory you are referring to doesn't exist. I thought the same until I saw this from Blizzard:
2(ppm) * 1.22(haste) * 1.4(time since last chance) / 60 (sec per min) = 5.693%.
So it's just the time between dot ticks/melee swings which is much lower and shouldn't cause a huge variance.
