What you're experiencing is a well known problem with TCP. The solution is to use a worse than best effort transport protocol for your upload (e.g., LEDBAT), use QoS features of your system/subscriber box, or throttle the upload. Whether any of them are practical in your case depends on your exact setup and the application you use for uploading. I'd suggest simply scheduling your uploads during time periods when the connection isn't in use for anything else.
