Relic of Niuzao + tinkers

When I use my trinket it puts my tinker (phase fingers - dodge) on a 1 min CD. Is this intended? It makes eng for tanks completely useless.

If I use the tinker first, it puts the trinket on 10 sec CD (this is normal, like before).

As a follow up, I inquired on the forums and received a response about the tinkers. It is unintended and they have it on their radar.

Hopefully after the issue is resolved, they're completely unlinked. I picked up a few other 450-470 trinkets with on-use dodge and was able to use any combination of them simultaneously.

Always thought only DPS trinkets/tinkers were supposed to suppress each other for PvP burst reasons. Not tanking ones.
