Unable to locate a BS plan

I've been looking for the plan for Masterwork Lightsteel Legplates, but I can't seem to find a vendor anywhere. The only Lightsteel item that I can see sold by Cullen is a Lightsteel shield and WoWhead/WoWDB don't show a listed vendor.

Anyone know where to purchase this plan?

With the Ghost-iron stuff, yeah, but I haven't seen anything change over to a masterwork item. It just seems odd to me that there are craftable tanking legs, but not healing legs.

Ackis isnt prolly working, statistics shows that i have ~820 recipes whilst ackis shows only whatnot 560 possible ones? (if i remember it correctly)

They removed this entire set, since it had the exact same stats as the pvp one, but without the pvp power/resi on there. Basically no point in having them in, so they took it out.

Most effective way purely for lvling BS is picking up a shield recipe actually. Managed to sell the ones I made for a decent profit aswell.
