Hit for healers already capped?

I have a restoration shaman, and in Cataclysm I had to cap hit with gear so that my hexes and other spells did not fail. I've just leveled to 90 and I'm looking at my stats and it says I have 16% hit, but I have no gear with hit on it. Does it mean that for MOP as a resto shaman we don't need hit anymore?
