The idea, as it was presented in beta, was to give more options for how you earn valor. Not to force you to do dailies. The idea was that you're given the choice between getting your valor from running heroics, by raiding, or by doing dailies. The whole "choice" part was kind of ruined when they made the valor gains from heroics so low that you had to do ~30 of them every week to cap, though. If you ever feel like you have to do dailies to cap valor, the system is not working as intended.
I find the "first heroic every day grants double valor" change to be a big step backwards. It basically rewards people who can play an hour every day compared to people who can play seven hours every Sunday. The whole point of making it "7 weekly heroics" rather than one daily was to remove that gap. Now instead they've basically gone back to the pre-Cata model where you're rewarded for having spread out playtime, and get better rewards for playing half an hour per day than playing five hours on Sunday.
