Her hall is called Eljudnir,
her dish is Hunger,
her knife is Famine,
her slave is Lazy,
and Slothful is her woman servant.
Primarch Horus Lupercal.
Um hello can 40K get some love here?
kefka, so easy to hate
kane, command and conquer

Right now I'm going to have to go with my backup goalie in NHL 13, since he has about a 0.75 sv% after about 5 games played. =/
Serious answer, off the top of my head I'd say Jon Irenicus from Baldur's Gate 2.
GLaDOS, hands down.
Also Kefka from FF6.
And the Hydra from God of War. It was my favorite simply because it kicked the badass level of the game off very high right at the beginning and made me think, "Whoa."

I thought Kefka was a well done character but there's just something about Luca Blight from Suikoden 2 that unnerves me. Prolly the reasons as to why he went insane... Pretty rough stuff.
Oh and this:
Kane from C&C
Jack of Blades (With Demonic voice) from Fable 1
GLaDOS - Portal Series
Ramirez - Skies of Arcadia
no fav but the only one i can think of i kinda like is the joker i guess..

Its hard for me to pick 1 lol. So i'll list the 2 i like best.
* Lezard Valeth - Dude has the most insane Laugh ever. Never heard of him? Play the VP games. Just type in You tube " Kneel down before me " The guy becomes a God, Was the only human to Survive the end of the world and he knows how to play people and get what he wants.
* Revya - When you play demon path in Soul Nomad. Revya is the Hero you play at the start of the game. If you play the game the 1st time your that Goodie Hero everyone wants you to be, However on the 2nd play you get to pick if you wanna " Go off the deep end" and turn insane evil. I mean for real. Some for the stuff you do is utter nuts. I know its a Spoiler but... You save a kid just so she can wacth you kill her best friend later on.... When she asks WHY!? you say " I wanted you to see this... MORE! MORE KILLING!!" Revya becomes so evil that when you destroy all existence ( even himself ) the only thinG he can say is " I dont care, It was Fun. "

Kefka and Lavos, Sephiroth was cool too, just a bit too emo though.
Just what I was going to post, I loved Jack of Blades as a villain.Jack of Blades (fable 1)
Kane from Command&Conquer series
Kefka, like a lot of other people are saying.
Andrew Ryan from Bioshock. He has some really great quotes.
Gruntilda from Banjo-Kazooie. Gotta love those rhymes!
The Mentor from the Dungeon Keeper series.
Ganondorf as well. Especially after Skyward Sword.
Darth Malak.
He was pretty cool
