[Balance] Worth going for the haste breakpoint?

Hi there. I just wondered if it would be a substantial or even slight dps increase if I was to reach the 5273 breakpoint with my current gear and also if it would be possible to reach it. This is my alt so my understanding of balance is slightly weak when it comes to breakpoints.

If not what would you change with my current gems and reforges to maximise dps?
