By the time you could acquire Terror HC, you probably have enough crit to make the proc chance of Relic higher.

Relic proc chance is 20% on crit so it is X/5 where X is your crit chance, so with 30% crit in raids you are looking at a 6% chance to proc which explains the RNG of the uptime

What everyone seems to be missing here is HOW Relic of Xuen procs. Not only does it require the attack to crit but the attack must also be delivered by you. This really doesn't help BM at the moment since the only attacks that will proc it are Glaive Toss, Arcane Shot and Cobra Shot. This makes trying to align it with your other cooldowns very difficult as you could spend a good 10 gcd's before it procs. I'm really keen to get the two raid trinkets and test those out. For now I have to stick with Searing Words.
