Static 10% healing increase

So there I am, playing on my Shaman, I log on, queue a heroic, zone in, and realise I'm in my Enh gear, so I zone out, grab my resto gear, and stay Enh spec, heal the first pull in Enh spec, (both specs have 4pc T13).
Respec Resto, continue on, and do another dungeon as Resto as well.
Somewhere along the way, a bug has occurred.
I didn't notice til I was out of the second dungeon, but I had the Temporal Maelstrom buff from 2pc T13 Enh gear up on me the whole time, even though I had no Maelstrom Weapon stacks and I was specced Resto.
Respeccing Enhance forced this to clear by using a Maelstrom proc, however for this whole time, I had the static 10% increase to all healing done buff on me.
I haven't been able to replicate this yet, trying a few different things and I'm not sure what caused it.

Well it's kinda worthless since I can't replicate it.
Besides, Blizz didn't fix any of the previous Shaman tier buffs that you can stack.

This is exacly the kinda stuff you SHOULD tell Blizzard.

Shamans don't need bugs to be awesome. Rely on yourself for that
