Leveling with Monster Power

To get MP quest, do I need to have a 60 or diablo inferno kill on atleast one character?
Cause I scroll down new quest in log, but don't see mp options. I have it enabled in game menu.

No, my highest char is level 31 and I can select monster power. It is a select box below the quest list in the quest selection window.

Due to a bug or some crap like that you have to pick the option all the time after switching characters, atleast the first time. Maybe its that?

Would kinda suck having to complete inferno first. The game is too easy so why not have MP already at low levels.

You just need to select it from the "options > gameplay" menu. It's true anyway that swapping characters sometimes make it disappear, just select it again.
