Frankly I think it was an issue of Druid being one of the most popular classes (it and Paladin are the top two I believe) and Pandaren, thanks to multiple factors, expected to be a popular race. They likely didn't want to inundate the world with a bunch of Pandaren Druids when the emphasis was supposed to be on Monks. Plus, the art asset issue is a reasonable one, especially since they're still busy working on the player update. Good Druid forms take time, and I'll admit we're picky (when all you see is a form half the time, who wouldn't be?).
I've always thought the lore was there though, or at least workable. I mean of course anything is workable if Blizz says it is, but this especially. The Pandaren have long been noted for having strong ties to the earth and nature, and balance is their way of life, for those hailing from Pandaria anyway. The Valley is an especially fertile and lush area where the Tillers practically already have a form of nature/earth magic, it really doesn't seem like much of a stretch to imagine a Pandaren being a more basic form of Druid, similar to the Gilneans, and then simply mastering it thanks to their new allies, if not on their own.
We've obviously had a few class/race additions over time however, so I wouldn't be surprised to see it added somewhere down the road. I just think for now they wanted people to focus on Monks and Pandaren as a whole, and not on a shiny new set of Druid forms.
And haven't we learned by now they aren't going to do the racial forms thing? It's a cool idea I get it, and fun to speculate about, but the only race with a racial form is Trolls with their bats, and that's not even a combat form so it doesn't create any "That Snake just used Mangle? What?" issues.
When I saw the video of that Pandaren/Druid girl at Blizzcon, I could actually the smell the yeast infection and plaque build-up wafting through my computer screen.

Do you whine that you can't tell horde pandas from ally pandas? Its an outdated complaint. Even without nameplates on when you mouseover an enemy the cursor turns to a sword...so figure it out.
