My issue came from no proc stacking, even after the hotfix.

I closed my game client and then re-opened, as soon as I logged on I respecced to Mut from Combat, hit the dummy again and all of a sudden the procs began stacking again.

Ah, misunderstood. Mine worked right away though... wierd (though I logged out as assassination).

Yeah, I read they hotfixed it to allow for stacking again, then all of a sudden log in and see it refreshing for a couple minutes.

Freaked out!
