It seems we'll have even more PvP Power from patch, the weapons are giving double the amount on the PTR compared to live, ie. t1 weapons have 4766 PvP Power instead of 2385 PvP Power like on live.

A human hunter with blacksmithing will reach the highest pvp power.
human -> double pvp power trinket
blacksmith -> more pvp power from gems
hunter -> massive pvp power set bonus

Only during Rapid Fire. Otherwise, Retribution Paladins would have the most consistently high PVP Power with +800 for 6 seconds using Crusader Strike.
