Replies do count towards post count. I'm not really sure what you're driving at.
I think you can link at like ten post. Not an unreasonable measure for prevent spam at all.

You need 10 posts to post a link, it's just to make filtering bots and spammers easier since you get usually get them banned before they reach 10 posts.
I'm sure if you ask nicely a Mod/Admin will link whatever it is you want.

From what i read it seems like you're saying replying doesn't count towards your post count? It does, You get a post count everytime you comment except from in Fun Stuff in Offtopic

Off Topic does increase your post count. I think Fun Stuff doesn't, because it can be a bit spammy. I've gotten 99% of all my post count right here in Off Topic. Originally Posted by Gobra

Fun Stuff doesn't count towards your post count, unless you're a Super Moderator or an Admin, in case people were just wondering.
I know there's a few more forums, that if you post there, won't count towards you post count, but that I really don't know now.
