Can I mail an item from alt char on another server?

I have a EMP player on One server and REB player on a different server. Do cross server char bind to legacy or is it just server faction charactors thats bind? - a simple yes/no will sufice, im 90% it does not bind unless both players of opposing factions are on the same server.

The reason I ask, is because for the new HK quest you need a lvl 15 alt of the opposing faction. I have one just not on the same server.
