Sargeras is too much of a behind the scenes guy for me to call him the best bad guy, it's like "Oh, this guy is really big and scary!" but we've never really gotten to see it.
I'd probably go with the Lich King because of how it's one of the strongest stories, even if how he was killed is dumb as fuck. It was the perfect plan, fuck you Tirion and your giant statue. Illidan was never a bad guy it's too bad he was thrown into that position, and I'd say Deathwing would be behind the Lich King for me, unfortunate how Cata went it kind of gave him a bad name.

Lich king, no one can deny it.
The lich king had years and years of build up, all the way since WC3.
While the other bosses may have existed, they were never really relevant until blizzard decided they would be. The lich king was always there.
Surprised at Deathwing's poor showing... Still going with Arthas.
Um...well this isnt too hard. Sargeras obiviously, hes basicly the devil of Warcraft. Basicly the root of all evil, along with the Old gods.
Ever since Warcraft II have I been interested in Deathwing and Teron Gorefiend. Back then they were even part of the Horde. Cool guys.
I also think Dentarg deserved to come back. But I guess that would've been too similar to Cho'gall's return? Anyway, I think they could have done something cool with Dentarg and the Lich King / Nerzhul. Shame they totally ignored his Orcish side. If they didn't, they could've made Wrath of the Lich King also feel relevant to the Horde.
Now WotLK was pretty much an Alliance expansion. But if they played on the Lich King's Orcish side as well, it would've been a better rounded story imo. Especially with Garrosh and Saurfang Jr there would be a connection between the young Orcs and the older Darker Horde.

Deathwing was relevant long before the Lich King. Just because he wasn't in Warcraft III you think he wasn't relevant?
I really get the feeling that all the people who voted Lich King started their first Warcraft game with WCIII. I could be wrong, but that's the impression that I get.

I'd go with Kael'thas. In my view he had a decent "arc", and I really liked the whole anti-hero tone of his campaign in Frozen Throne, standing up with Vashj and Illidan to Kil'Jaeden and Arthas, before eventually falling to the corruption himself. I would have said Arthas, but I felt that his character lost something with the Lich King novel, like his personality changed to a more whiny peevish Prince than the idealistic but hot-headed character in the original game.
Shame about his "merely a set-back" catchphrase, I guess.
Arthas / Lich King
In my opinion, he is/was THE bad guy. I know everything is meant to be centered on Sangaras, but it wasn't him I helped to create (figuratively speaking) all those years ago through the Warcraft RTS's.
I was there at the Culling, I was there at the Finding of Frostmourne, I was there at the donning of the Helm, and you can be dam sure I was there as Tyrion stole my kill!!
