If thats so, assuming they are counted as guardian (And scaling) they need to be used with procs, as they update dynamically.

i think they updated the whole guardian thing it scales with you regardless if you use it before procs (at least shadow fiend works this way)

He's aware of that, he was stating that using a high DPET ability like Mirror Images while you have no procs up would be a poor allocation of the cooldown if they scale with procs.
