Pvp power and PvE healing

Something just occurred to me is that Pvp power increases the healing done for healers, when they heal players which also happens quite a lot in PvE . Isn't it then a viable stat for PvE healing role as well?

How would it rank vs other stats for each class?

I have done a quick search and haven't found anything recent so sorry if this has already been asked/ is completely retarded.

I don't think it works in PvE dungeons. I could be wrong though.

Pretty sure that a blue covered this month's back because people thought about using it to squeeze extra healing. I believe the answer was the PvP +healing portion is only active in battlegrounds and arena's, possibly in PvP flagged zones, but not sure about that.
