Is the 470 better than starshatter 489? If yes what about 502 version?

I would have to say yes. With the PvP weapon you get alot more PvP power and resillence (:

If I have not understood correctly, this should be right:

509 PvE with 500 str gem > T2 PvP Weapon > 502 PvE > T1 PvP Weapon > rest of game weapons.
