Cascade changed or not?

A few days ago I looked trough some patch notes and I noticed; "Cascade now deals 25% more damage or healing."
Did this change go trough and if so, would Cascade be a fair talent change against Halo?

I was discussing some with a friend of mine about it and he thinks it would replace Halo since Cascade has a pretty high single target damage as well.

that was quite a long time ago (5.0.1?), i've not noticed any change with the 5.1 patch.

riiight... Well I wasn't playing "back then" so. ^_^ Ah well. So shadow didn't get any changes, pretty much? Besides mind sear

Edit: Did some "research" and found the post again and the change was made 12th of October, so yeah. My mistake.
