PvP weapons

I will focus on PvP in this season so I'm gearing up right now as a frost mage. Today I've finaly hit the cap to buy the PvP weapons, but I have a doubt. The weapons are 470 ilvl, so the off-hand can't be enchanted with the mop enchanting of 165 intellect. For that an 472+ ilvl is needed. And my question is which one is better right now, the staff or dagger + off hand for PvP? Or should I get the Dagger+Off hand even the offhand not being enchanted?
