I have not started leveling a rogue yet so I maybe totally wrong.
While browsing through wowhead something curious got my attention.
Base cooldown of stealth for rogues is 6 sec(http://www.wowhead.com/spell=1784/stealth).
And with this glyph(http://www.wowhead.com/spell=63253) it will be reduced to 2 secs ?.
Is this really true ?

Along with the Subterfuge talent, you can stay stealthed for at least 60% of the time when out of combat with a DoT on you.

Couple that with Shadow Focus and Burst of Speed, and you can have 100% uptime on BoS for free.

Bank alt rogues glyph stealth, then spec shadow focus and burst of speed!
